Kyiv is against raising household utility charges and housing maintenance fees as a condition set by the International Monetary Fund to provide a new loan tranche, Vice Premier and Social Policy Minister Serhiy Tyhypko said on Wednesday. “Neither the government nor the president is ready to raise tariffs, and this is the main problem in the negotiations with the International Monetary Fund,” Tyhypko said, adding that the Ukrainian government was working out alternative proposals to resume cooperation with the IMF without raising utility charges and housing maintenance fees. The United States is looking for ways to strengthen its relationship with Ukraine on energy, security and the economy, but remains concerned about Ukraine’s commitment to democracy and the rule of law. ECRI’s Chair ad interim, FrançoisSant’Angelo, said that, while there have been some improvements, there are still concerns in most areas covered by the Commission’s mandate. Thus, although the Government has drawn up plans of action against xenophobia and racial and ethnic discrimination, the disbanding of the State Committee for Nationalities and Religion has left a vacuum in this connection. The country has no comprehensive anti-discrimination legislation. Moreover, despite the authorities’ intention to strengthen the legislation on asylum, the refugee-status determination procedures have been frozen on several occasions. Read more here. This Summer's European football Championship in Ukraine is likely to become the target of protests by political opponents of the country's President, the daughter of the imprisoned former Prime Minister has said. Russia’s major gas producer Gazprom has revised tariffs with several large European customers. The move brings hope to Ukraine which is looking for a discount price for gas. The Russian Ministry of Energy sent a letter to is Ukrainian counterpart offering to resume negotiations on gas tariffs, according to the Russian Ambassador to Ukraine Mikhail Zurabov.
