			<description><![CDATA[Kyiv is against raising household utility charges and housing  maintenance fees as a condition set by the International Monetary Fund  to provide a new loan tranche, Vice Premier and Social Policy Minister  Serhiy Tyhypko said on Wednesday. &ldquo;Neither the government nor the president is ready to raise tariffs,  and this is the main problem in the negotiations with the International  Monetary Fund,&rdquo; Tyhypko said, adding that the Ukrainian government was  working out alternative proposals to resume cooperation with the IMF  without raising utility charges and housing maintenance fees.<br />

The European Commission against Racism and Intolerance (ECRI) today  published a new report on Ukraine. ECRI&rsquo;s Chair ad interim,  Fran&ccedil;oisSant&rsquo;Angelo, said that, while there have been some  improvements, there are still concerns in most areas covered by the  Commission&rsquo;s mandate. Thus, although the Government has drawn up plans of action  against xenophobia and racial and ethnic discrimination, the disbanding  of the State Committee for Nationalities and Religion has left a vacuum  in this connection. The country has no comprehensive anti-discrimination  legislation. Moreover, despite the authorities&rsquo; intention to strengthen  the legislation on asylum, the refugee-status determination procedures  have been frozen on several occasions.<br />

Russia&rsquo;s major gas producer Gazprom has revised tariffs with several  large European customers. The move brings hope to Ukraine which is  looking for a discount price for gas. The Russian Ministry of Energy sent a letter to is Ukrainian counterpart  offering to resume negotiations on gas tariffs, according to the  Russian Ambassador to Ukraine Mikhail Zurabov. Gazprom would probably  give a 10% discount to Ukraine reducing the cost of gas from $415 to  $390 per 1,000 cubic meters, Kommersant daily reports.<br />

But, while the similarities between these two popular movements  are palpable, their differences are essential, so comparing them might  help the Russian opposition to avoid some mistakes. Like the Snow Revolution, the Orange Revolution was a broad  middle-class reaction against corruption and the absence of the rule of  law. In contrast to the Arab Spring, the Orange Revolution was entirely  peaceful, as the Snow Revolution has been, and neither was triggered by  economic or social crisis.<br />
