This agreement is &quot;unique&quot; in terms of the cost of the Black Sea Fleet presence in Ukraine, he said.<br />
<br />
Under the document, Russia is capitalizing the gas discount towards  the rental, he said. &quot;We are talking about billions of dollars here,&quot; he  said, adding that &quot;no one pays (such rentals) to anyone anywhere.&quot;<br />
<br />
&quot;Nevertheless, we are considering the possibility of the Black Sea  Fleet being based at Russian ports as well, which is why we allocated  the necessary funding for the development of a base at Novorossiysk and  will develop it,&quot; Putin said.<br />

			<yandex:full-text><![CDATA[This is stipulated in paragraph 6 of a final statement issued by the EU-Ukraine Parliamentary Cooperation Committee.<br />
<br />
The committee expressed its &quot;deep disappointment&quot; at the conviction of former Prime Minister Yulia Tymoshenko and called on the Verkhovna Rada to cancel Article 365 of the Criminal Code, because it believes that &quot;a politician should be held politically accountable to the voters for his or her political decisions&quot; (paragraph 34 of the final statement).<br />
<br />
The committee also urged the authorities to ensure the impartiality of trial during the consideration of a cassation appeal by Tymoshenko (paragraph 35).<br />
<br />
In addition, the EU-Ukraine Parliamentary Cooperation Committee &quot;is concerned about the health of Yulia Tymoshenko, [former Interior Minister] Yuriy Lutsenko and other politicians who are being prosecuted, and encourages the Ukrainian authorities to provide the possibility for independent international experts to carry out their full diagnosis and, if necessary, treatment outside the prison system.&quot;<br />

			<description><![CDATA[There have been &quot;some improvements&quot; in Ukraine in the fight against  racism and intolerance, but the situation is still a cause for concern,  the Council of Europe's European Commission against Racism and  Intolerance (ECRI) has said in a report on Ukraine.]]></description>
			<yandex:full-text><![CDATA[The Council of Europe told Interfax-Ukraine on Tuesday that ECRI's chair ad interim, Fran&ccedil;ois Sant'Angelo said, while commenting on the document, that &quot;while there have been some improvements, there are still concerns in most areas covered by the commission's mandate.&quot;<br />
<br />
The press release on the report notes that although the Ukrainian government has drawn up action plans against xenophobia and racial and ethnic discrimination, the disbanding of the State Committee for Nationalities and Religion has &quot;left a vacuum&quot; in this connection.<br />
<br />
&quot;The country has no comprehensive anti-discrimination legislation. Moreover, despite the authorities' intention to strengthen the legislation on asylum, the refugee-status determination procedures have been frozen on several occasions,&quot; reads the press release.<br />
<br />
At the same time, according to the commission, there are less racist attacks, although the problem is far from being resolved.<br />
<br />
&quot;Hate speech is often left untackled, although the number of anti-Semitic publications has dropped,&quot; reads the statement.<br />
<br />
The commission is also paying attention to another problem - the need to deal with neo-Nazi and skinhead football fans.<br />
<br />
&quot;Nevertheless, the Interior Ministry has abandoned its efforts to monitor racist incidents and groups systematically. Moreover, the extent of the problem is masked because the perpetrators of hate crime tend to be prosecuted as hooligans,&quot; reads the press release.<br />
<br />
The statement notes that the situation with Crimean Tartars has not improved.<br />
<br />
&quot;Neither has that of the Roma, many of whom lack identity documents, despite some municipalities' efforts to promote their social inclusion. Police misconduct against this and other vulnerable groups, such as migrants and asylum-seekers, is also frequently reported,&quot; the commission said.<br />
<br />
In its report, the ECRI has made a number of recommendations, among which the following three require priority implementation and will be reviewed in two years' time.<br />
<br />
In particular, the commission pointed to the need &quot;to identify a body to coordinate the work on combating racism and racial discrimination, and to ensure that its staff have solid expertise in these fields; guarantee at all times fair and effective refugee-status determination procedures and finally settle the issue of who is responsible for this; and set up an independent body for receiving complaints about racism and racial discrimination by the police.&quot;<br />
<br />
The ECRI is a human rights body of the Council of Europe, composed of independent experts, which monitors problems of racism, discrimination on grounds of ethnic origin, color, citizenship, religion and language, as well as xenophobia, anti-Semitism and intolerance.<br />

<br />
Ukraine has been hit hard by a spell of severe cold earlier this month that has claimed 151 lives and left nearly 4,000 hospitalized with hypothermia and frostbite as temperatures plunged to minus 30 degrees Celsius (minus 22 degrees Fahrenheit).<br />
<br />
Emergency officials say in 90 percent of cases the victims died because they were under the influence of alcohol.<br />

<a href="http://www.kyivpost.com/news/nation/detail/85462/">Sean Carr</a> and Eugenia Tymoshenko first met in Egypt. And their romance blossomed in England, where then 25-year-old went to college and where she had been living since she was fourteen.<br />

The couple had a grand wedding in 2005 in Kyiv and shortly made Ukraine their home. They also ran the Kyiv franchise for Ciro&rsquo;s Pomodoro restaurant chain.<br />

			<yandex:full-text><![CDATA[&ldquo;We will today discuss our plans to modernize the Armed Forces in coordination with the National Security and Defense Council,&rdquo; Yanukovych said on Feb. 18 in a meeting with top officials from the army and defense ministry held at his Mezhyhiria estate north of Kyiv.<br />

Newly-appointed National Security and Defense Council head Andriy Klyuyev attended the meeting.<br />
<br />
The newest round of reshuffling follows the recent appointment of former Russian citizen Dmytro Salamatin as Ukraine&rsquo;s new Defense Minister, and Russian-born career KGB official Ihor Kalinin as head of the SBU state security service.<br />
<br />
According to a presidential order made public on the president&rsquo;s website on Feb. 18, Oleksandr Oliynyk was appointed First Deputy Head of Ukraine&rsquo;s Defense Ministry. Volodymyr Mozharovsky was demoted from First Deputy Head of Ukraine&rsquo;s Defense Ministry to Deputy Minister in charge of managing the ministry&rsquo;s apparatus. Volodymyr Omelyanchuk was fired from this position.<br />
<br />
Ihor Kushnir was relieved of his duties as Deputy Defense Minister, replaced by Dmytro Plyaschuk.<br />
<br />
Separately, Yanukovych appointed Volodymyr Zamana as Chief of General Staff and Comander-in-Chief of the Ukrainian Armed Forces. Hryhoriy Pedchenko was relieved from this post.<br />

Speaking one day earlier, on the Shuster Live TV talk show, Prime Minister Mykola Azarov said that Klyuyev, who was moved from government, where he served as First Deputy Prime Minister, to the National Security and Defense Council, would not be in charge of more important issues.<br />
