			<yandex:full-text><![CDATA[On Feb. 14, 2012, the commission of Kyiv City State  Administration took the decision to pull down 98 kiosks and temporary  constructions in Kyiv.<br />
<br />
According to a press service, new proposals from Kyiv citizens to  remove illegally constructed kiosks located on the edge of Kyiv ahead of  the Euro 2012 football event and also near metro and public transport  stations were considered by the commission responsible for placing of  temporary constructions headed by first Deputy Head of Kyiv City State  Administration Oleksandr Mazurchak on Feb. 20.<br />
<br />
The administration noted that according to a decision of Kyiv Council  of Jan. 26, 2012, the ban on setting up kiosks in particular  concerns facilities located at a distance of less than 20 meters from  the entrance or exit of metro and public transport stations.<br />

Moreover according to the document, the installation of kiosks is  banned within in a distance of 1.5 kilometers from the Olympiysky  National Sports Complex and in areas near trade centers for which the  centers have obtained planning permission.]]></yandex:full-text>

			<description><![CDATA[Kyiv City Council has increased the city budget's revenues and expenditures by Hr 538 million.]]></description>
			<yandex:full-text><![CDATA[Deputy Head of Kyiv City State Administration Ruslan Kramarenko said during a sitting of the city council that the budget revenues would be increased by Hr 443.5 million due to payments for land and by Hr 90 million from higher payments for the installation of kiosks.<br />
<br />
In turn, a deputy of Kyiv City Council, Dmytro Andriyevsky, said he doubted that Kyiv could achieve such figures on payments for land, as last year the capital's budget received Hr 1 billion less than expected.<br />
<br />
Kramarenko said that agreements on the use of land have not been concluded on 20% of the city's land as of today. In addition, almost half of the concluded agreements have a rent rate lower than the 3% envisaged by the budget code.<br />
<br />
According to Kramarenko, Kyiv City State Administration is planning to up the number of leasing contracts from 20% to 70%, which would bring up to Hr 2.5 billion to the budget.<br />
<br />
Some Hr 398 million of this amount will be spent on increasing social payments.<br />
<br />
In addition, Hr 90 million from payments of kiosk owners will be spent on improvements for the city.<br />
<br />
The city council also allocated almost Hr 1 billion to the capital's social and economic and cultural development program, as the Cabinet of Ministers has approved the distribution of subventions for Kyiv.<br />
<br />
Around Hr 900 million of the funds allocated by the government will be spent on the capital construction of facilities, including Hr 100 million on the construction of the Podilsky bridge, Hr 114 million on the construction of the subway line towards the Troyeschyna housing area, Hr 92 million on improvements to the city's sewer network, and Hr 15 million on the modernization of elevators.]]></yandex:full-text>

			<yandex:full-text><![CDATA[&quot;We'll retain the face of Khreschatyk Street: a new department store, unique in architecture and convenience for buyers, will be built behind the historic fa&ccedil;ade. We're attracting the best specialists and planning to invest over $100 million in the reconstruction project,&quot; reads the report, citing ESTA Holding Investment Director Maksym Hromadtsov.<br />
<br />
According to the report, ESTA Group has started preparatory work before the reconstruction of the building, after which the gross area of the department store will double, to 45,000 square meters, and a 200-car underground parking area will be built. This will be achieved by using the territory of the courtyard and underground space, the company said, adding that the building's facade built in 1939 will be retained.<br />
<br />
The architectural concept for the renovated TsUM was designed by the famous UK design bureau Benoy, in partnership with Ukrainian architects.<br />
<br />
The company said that TsUM will retain the traditional format of a department store, while one of its new features will be a sloping atrium topped by a glass dome and light installations.<br />
<br />
The parking area will be located on the two underground levels, while men's, women's and children clothes stores will be located on the first-sixth floors, while a roof with a terrace will feature restaurants. The project also foresees a supermarket.<br />
<br />
The company plans to attract new brands that have not been presented in Ukraine and allocate some space for premium goods.<br />
<br />
&quot;We want TsUM to enter the league of department stores in Europe. We're sure that attendance of the renewed TsUM will reach 40,000-50,000 people per day,&quot; Hromadtsov added.<br />
<br />
ESTA Holding will manage the building.<br />
<br />
ESTA Holding LLC is planning to finish the reconstruction of Kyivsky TsUM in the autumn of 2014. On Feb. 1, 2012 TsUM was closed for reconstruction.<br />
<br />
In spring 2011 Stolychny TsUM Ltd., part of ESTA Group, finalized the aggregation of assets of Kyivsky TsUM Trading House Ltd. and M-Service Ltd. (all based in Donetsk) in the form of a property complex of the Central Department Store (TsUM).<br />

TsUM has a total area of around 21,500 square meters.<br />

			<yandex:full-text><![CDATA[This decision was approved during a meeting of the inter-departmental commission for preventing illegal mergers and seizure of enterprises, chaired by Ukrainian First Vice Premier Andriy Kliuyev, which took place on Feb. 9, according to the government's press service.<br />
<br />
According to the commission, in 2011 the rights of the majority shareholder of the department store, Swedish company Quinn Holdings Sweden AB, which owns a 92.7515% stake in the store's the statutory fund, were violated.<br />
<br />
&quot;In November 2011, a group of people illegally seized control of the department store,&quot; the commission said.<br />
<br />
As a result of such actions, all property of Quinn Holdings Sweden AB on the territory of Ukraine, including the Ukraina department store, was arrested.<br />
<br />
In addition, according to the commission, a decision to change the director that was made at four meetings of shareholders and the supervisory board was not fulfilled.<br />
<br />
The newly appointed head cannot enter the department store's offices. The previous management of the department store has refused to pass him the stamps and documents of the company.<br />
<br />
&quot;This was possible because the Economic Court of Kyiv issued seven instructions that forbid amending the Single State Register of Legal Entities and Individual Entrepreneurs,&quot; reads the statement.<br />

			<yandex:full-text><![CDATA[The press service of Pivdenno-Zakhidna railways reported that in  early 2012, trains used in the City Train project were transferred from  the Ukrainian Infrastructure Ministry to the management of Kyiv city  administration and Kyivpastrans obtained ten electric trains for it to  manage.<br />
<br />
&quot;Daily over 35,000 passengers use the city train, and in January 2012  alone it carried over 803,000 passengers. However, unfortunately, the  burden of expenses on the improvement of transport servicing of Kyiv  residents and guests was put on Pivdenno-Zakhidna railways,&quot; reads the  report.<br />
<br />
Pivdenno-Zakhidna railways said that since the launch of the city  train, Kyivpastrans has not sent it a kopeck, but fares from passengers  of the city train are collected by Kyivpastrans.<br />
<br />
In 2011, the municipal enterprise owed Hr 28.8 million to the  railways, and in January 2012 Kyivpastrans owed around Hr 5 million for  the exploitation and repair of the trains.<br />
<br />
Kyivpastrans retains  payments for city train tickets on its account, while Pivdenno-Zakhidna  railways said that it continues spending money on running costs and  repairs to rolling stock.<br />
<br />
Pivdenno-Zakhidna Railways has an administrative center in Kyiv. The  total length of its track is 4,668 kilometers. Some 93.3% of all of its  cargo and passenger transportation is performed using electric  locomotives. It operates 315 stations.<br />
<br />
Five departments of railway  transportation - in Kyiv, Kazatyn, Zhmerynka, Korosten and Konotop -  manage the railway network.]]></yandex:full-text>

			<yandex:full-text><![CDATA[A relevant instruction of Kyiv City State Administration, No. 124, dated January 26, 2012, has been posted on its Web site.<br />

According to the document, Public Joint-Stock Company Kyivvodokanal  ordered the construction documents and is working to clean up the damage  from the accident at the Livoberezhny underwater D-3000 mm sewer near  the first stage of the sewage pumping station of the Bortnychi works in  Darnytsky district.<br />
<br />
Kyivvodokanal was also instructed to select contractors for the  project, and jointly with the Main Housing and Utility Department of  Kyiv City State Administration to investigate the accident. If those  responsible for causing the accident are found, measures should be taken  to cover budget expenditures on cleaning up the damage from the  accident.<br />
<br />
First Deputy Head of Kyiv City State Administration Oleksandr  Mazurchak will oversee the fulfillment of the city administration's  instructions.<br />
<br />
As reported, on Jan. 17, at 0030, a sinkhole 10 meters long, 10  meters wide, and eight meters deep opened up in the three-meter diameter  left-bank automatic flow sewer near the first part of the sewage  pumping station. As a result of the collapse, the grids of the pumping  station were clogged with sand.<br />
<br />
Board Chairman of Public Joint-Stock Company Kyivvodokanal Valeriy  Chenchevy said that repairs of a breakdown at the Bortnychi works would  take about two months and cost Hr 4 million.<br />
<br />
According to Chenchevy, the Bortnychi works receives for processing  some 860,000-870,000 cubic meters of sewage per day, while its projected  capacity is 1.8 million cubic meters per day. The sewer was constructed  in 1964 and the accident was caused by the collapse of reinforced  concrete pipes due to gas corrosion. According to Chenchevy, this is the  biggest accident at the Bortnychi works over recent years. Smaller  breakdowns occur in other sewers once every three to four months. About  30% of sewers in Kyiv require urgent modernization.<br />
<br />
Meanwhile, Head of Kyiv Ecological and Cultural Center Volodymyr  Boreiko warned that the breakdown at a sewer of the Bortnychi sewage  treatment must be modernized as soon as possible, and that the  modernization would require some $ 5 billion.<br />

He also said that there is no threat to Kyiv in connection with this,  as the Bortnychi sewage treatment works is located downriver from Kyiv,  although a threat exists for Ukrainka, Kaniv, and Cherkasy, as  residents of these cities use drinking water from Dnipro.]]></yandex:full-text>

He said that Kyiv is planning to be in open and competitive cooperation with all leaders in the IT sphere during the realization of the program.<br />

			<yandex:full-text><![CDATA[A relevant cabinet instruction, No. 40 dated Jan. 18, 2012, on the approved procedure for the use of funds to fulfill a function of the capital by Kyiv city in 2012 (Hr 1 billion) has been posted on the government's Web site.<br />

In the same document the government allocated Hr 310 million to the Directorate on the Construction of Roads and Transport Facilities in Kyiv City to build a bridge over the River Dnipro and reconstruct two transport hubs in Kyiv.<br />
<br />
In particular, Hr 100 million will be allocated to build the Podil bridge.<br />
<br />
The document also foresees the financing of reconstruction of transport hubs on the crossroads of Druzhby Narodiv Avenue and Nadniprianske Shose (Hr 130 million) and a hub where Dniprovsky slope joins Naberezhne Shose (Hr 80 million) in Pechersk district.<br />

In addition, according to the document, Kyiv Metropoliten will obtain Hr 119.6 million to build subway lines in 2012.<br />

			<yandex:full-text><![CDATA[Deputy Head of Kyiv City State Administration Oleksandr Puzanov said  that the plan contains the city's policy in the sphere of outdoor  advertising, introduces a new principle of dividing the city into areas  and the classification of typical forms of advertizing.<br />

&quot;Now it is impossible to install an advertising construction  anywhere. Placement of advertising is strictly regulated now,&quot; he said.<br />
<br />
According to the plan, the city will be divided into five format  zones for advertizing. Outdoor advertizing will be forbidden in the zero  zone, which includes the buffer areas of architectural and historical  reserves, such as Sofia Kyivska and Kyiv-Pechersk Lavra, as well as  territories near outstanding monuments of history and architecture.<br />
<br />
In particular, outdoor advertizing will be forbidden at the  Andriyivsky Uzviz, near the Saint Michael's Cathedral and the Saint  Volodymyr's Cathedral, Andriyivska and Kyrylivska churches, Mariyinsky  Palace, and the Golden Gates.<br />
<br />
In addition, it is forbidden to place outdoor advertisements near the buildings of state and local authorities.<br />
<br />
The other four areas will be divided according to the formats of advertizing installations.<br />
<br />
According to Puzanov, as soon as the instruction takes effect, Kyiv's  authorities will bring order in the central part of the city within six  months.<br />
